How can one calculate measure population qualification without date

      Clarifying text will be added to the IG to describe those cases where sending no data supports the 0 cardinality.

       

      As stated in the profile introduction:

      "When a data producer sends a MeasureReport and the associated data, they may not have all the data that is required to calculate the measure report. Additional data may need to be collected later or there may additional data used in the measure that the aggregator owns such as a continuous coverage period requirement."

      Hence the Producer may send an incomplete MR without any References and it will be valid.
