Should clearly state that the provider should know exactly what data will be pulled from the EHR to calculate the quality measure. This does not need to be specified for every data exchange, but the provider or system manager should have access to this and agree to the exchange globally.

Data Exchange : To discover what data (i.e. resources) are relevant in the Submit Data payload for a particular measure, a Data Requirements operation MAY be invoked on a Consumer’s measure instance endpoint.
