      The operation is simply an option to collect the requirements via an automated FHIR based operation. The asumption that either a manual or automated mechanism would be sufficient to outline the necessary data.

      Will clarify in documentation that either method is sufficient to gather the requirements.

      In which instances would the measure definition not be sufficient to outline the necessary data and therefore require a fallback to “data requirements” operations?

      COllect Data Operation: As with the Submit Data operation, the implementation can either manually determine the relevant data using the measure definition, or the implementation can use the Data Requirements operation to determine relevant data.
