      Based on FHIR-26268 Will remove the hierarchy from the code system and only have admit and discharge codes. As noted in the other tracker, the event details can be discovered by inspection of the Encounter.

      The ValueSet as defined has holes which I believe will cause significant confusion. For example, under the notification-admit tree, there are no definitions for Encounters with codes FLD, HH, ACUTE, NONAC, and VR. This will cause implementation confustion since 'notification-admit-inpatient' will trigger based on 'IMP' (as defined), but not include 'ACUTE', which can be an inpatient admission.
