      Clarification required. An incomplete notification may result in an error and lack of acceptance by the receiver and it should be documented how that situation is to be conveyed back to the sender.

      Existing Wording:

      Notification Recipient/Intermediary SHALL be able to process resource instances containing data elements asserting missing information without generating an error or causing the application to fail.
