As for the unit of measurement in dispenseRequest, a more broadly used codeset like NCIT or UCUM should be used, instead of NCPDP 600-28.
Additionally, as stated in the IG, NCPDP code set 600-28 is only available to NCPDP members. Does it imply that the implementation of RTPBC via FHIR will require NCPDP membership?
