The HL7 V3 value set for Human Language references ISO-3166 under the following sections

1. 4.4.2.11526.1 Content Logical Definition (Include all codes defined in urn:iso:std:iso:3166)
2. 4.4.2.11526.2 Expansion (All codes from system urn:iso:std:iso:3166)

Issue:

ISO-3166 is the standard for country codes not language codes.

The value set actually contains both ISO-639-1 alpha 2 and ISO-639-2 Alpha 3 language codes.
