      Ballot feedback was that the Terminology Section of the IG requires a major overall, renaming the Value Sets and Code Systems and updating links.  Following is a recommended resolution for the ICD-10 Diagnosis Codes

      1) Define a Value Set CDCICD10CMDiagnosisCodes

      2)  Title:  CDC ICD-10-CM Diagnosis Codes

      3) Description:  The ICD-10-CM (International Classification of Diseases, Tenth Revision, Clinical Modification) is a system used by physicians and other healthcare providers to classify and code all diagnoses, symptoms and procedures recorded in conjunction with hospital care in the United States  Decimals will be included.

      4) Value Set: http://hl7.org/fhir/us/ValueSet/cdc-icd-10-cm-diagnosiscodes

      5) Code System URI is http://hl7.org/fhir/sid/icd-10-cm. https://www.hl7.org/fhir/icd.html is a page that provides information on the use of ICD codes in FHIR, including description of national variants.  The URI corresponds to the OID urn:oid: 2.16.840.1.113883.6.90 in the HL7 OID Registry

      6) Code System Definition: The Consumer-Directed Payer Data Exchange will use ICD-CM version 10.  The ICD-10-CM code set is maintained by the National Center for Health Statistics (NCHS) of the Centers for Disease Control and Prevention (CDC) for use in the United States. It is based on ICD-10, which was developed by the World Health Organization (WHO) and is used internationally a medical classification.  

      Decimals will be included.  The code set is owned by the NCHS-CDC and is available for use. 

      7)  Bind the ValueSet to the Inpatient Facility, Outpatient Facility and Professional & Non-Clinician EOB Profiles
