Why is ServiceRequest.code not required?

      The ServiceRequest is a completely unmodified, unprofiled base FHIR resource. We did not profile (restrict) this resource in any way so that there was a place where any service request could be placed with no limitations (so we would never get into the position where someone wanted to put something in that we didn't allow.
      Not sure why FHIR did not make this field required.

Not sure why FHIR did not make this field required.

      It seems curious that ServiceRequest.code is not required. What is the meaning of a ServiceRequest without a code? It seems like it should be 1..1 (or at least flagged as Must Support).
