Ballot feedback was that the Terminology Section of the IG requires a major overall, renaming the Value Sets and Code Systems and updating links.  Following is a recommended resolution for the categories of Present on Admission Type Code:

1)  Define Value Set PayerDiagnosisPresentonAdmissionType

2)  Title:  Payer Diagnosis Present on Admission Type 

3) Description:  Indicates if the Present on Admission Code applies to the Primary or secondary diagnosis

4) Value Set: http://hl7.org/fhir/us/ValueSet/payer-diagnosispresentonadmissiondiagnosistype where values include the following codes from the Code System:  principal | secondary | external cause of injury

5) The Code System is also used to source the following Value Set: Payer Diagnosis Type – Facility, Payer Diagnosis Type – Professional and Non-Clinician

6)  Bind the ValueSet with binding strength required to the data element diagnosis.admission in the Inpatient Facility Profile
