      The list of items in 3.4 has the look of a table of contents, but the first sub-section 3.4.1 is Keywords.. Suggest adding some text to 3.4 to create the connection between keywords and the items that are created in FSH.

      Proposed Wording:

      FSH uses keywords described in Section 1.1 to define various items in FSH.
