      Current code system name isn't descriptive. The text in the definition row of the summary table doesn't make it clear whether this code system is meant to manage all concepts defined within FSH or is specific to InstanceTags. Is the intent to define a FSH Code System that defines concepts & codes that are not for a specific context of use?
      Its not clear from the ballot guidance whether this is part of the normative or informative ballot.
