      Agree, foundation in the specifications diagram refers to a specific function of FHIR.  Foundational Standards does add confusion.  Will update the language as follows:

      Perhaps this is a formulation issue but it does sond confusing to me, given that the re FOUNDATION and CQL present as individual items at the bottom row of the figure. Please consider using other wording instead of "foundational standards"
