In the core spec, will make clear that if an enableWhen (or enableWhenExpression) depends on an item that is disabled, that item is treated as if it has no value - even if there's an initial value or some other entered value "held in memory" at the time the enableWhen is evaluated.

If the item pointed to by enableWhen.question is itself disabled, should the enableWhen behave as if that disabled item had no value (which it might have had before getting disabled)?
(I am in favor of that.) The behavior for that case should be explicitly stated.
