Making target 1..1 doesn't mean that someone couldn't just send display or a dataAbsentReason.  A Provenance that doesn't point to a specific resource is useless - at least for the purposes US Core is profiling it for.  Da Vinci has already approved a tracker to do the same: https://jira.hl7.org/browse/FHIR-23288
