      DocumentReference.Custodian came up during discussion with Clients that understanding the organization on initial retrieve is valuable – forcing search into Encounter or retrieving a CDA binary to determine custodian is burdensome.

       

      Indicate in the ballot that the plan is to remove the Must Support and unless comments request retention of MustSupport it will change to Optional. This option forces the issue to get response from ballot commenters.

      We propose that the DocumentReference.custodian is marked optional rather than Must support.  This information can be obtained from the encounter so requiring it here is redundant; also structured documents may also contain it within the document.

      As the FHIR US Core profile is used for accessing and exchanging data based on what the source system has, this should not require the data source system to add functionality to capture a patient as part of the provenance.
