Reporter description is unclear ("The organization where the measure was completed"). There is confusion over whether this refers to the report producer (e.g. payer) or whoever fulfills the measure (e.g. a care organization). It was clarified that this was meant to be the producer.

Recommend description be changed to "Organization that created the MeasureReport" (or something similar).
