The link to the HRex-specific search parameter will work correctly once an official release of HRex is published.  However, the hyperlink pointing to the 'core' search parameter should be resolving.  There appears to be an issue with the search parameter re-directs in the FHIR Core publication.  The publication tooling should be corrected to address this.
