      The term 'implementers' is used throughout FHIR specifications to refer to "those involved in the implementation process". It includes architects, analysts, developers, managers, etc. The specification is targeted at those with the technical expertise to make the decisions on which guidance is provided. Who this is will vary by implementation context

      The introduction to this section says that "… implementers need guidance ...". These are architectural decisions that should be made BEFORE implementation. I know that in a loose sense "implementers" can be taken to mean architects but many projects fail because the architecture is left to evolve at the hands of those writing code.
