      We don't believe there are multiple interpretations of the word 'capable' that would lead to any confusion.  However, we will expand the existing sentence:

      "I.e. the system must be capable of having data for the element and sharing it."

      to say:

      "I.e. the system must be able to demonstrate the population and sharing of the element, but it is acceptable to omit the element if the system doesn't have values in a particular instance.  A system that is incapable of ever sharing the element would be non-conformant."

      The MustSupport statement could be misinterpreted without a definition of "capable". Suggest to define so it is clear that it does not mean that every instance must have it valued.

      Existing Wording:

      Data Sources SHALL be capable of populating the data element when sharing resources compliant with the profile. I.e. the system must be capable of having data for the element and sharing it.
