      This definition does not clearly distinguish a GIC from a QM. I need a brief, clear, business-process-focused explanation of the use case for which this spec is needed.
      All quality measures & CDS rules are essentially questions about "gaps in care". (QM for the asynchoronous case, CDS for synchronous.) What is the functional distinction betweeen GIC and asking for a bunch of quality measures? Is it just support for a prospective period, and slightly redundant DetectedIssues? Or do the rules themselves or publishing assumptions differ somehow? Does the presence of a CMS incentive make a difference?
