The figure does not assert that the steward of care quality is the payer.  Rename "Measure Evaluation System" to "Measurement Analytics System". Keep "Payer System" the same in the figure, but update the narratives before Figure 2-13 from "Figure 2-13 shows a workflow for running the care-gaps operation for a single patient." to "Figure 2-13 shows an example workflow for running the care-gaps operation against a payer's system for a single patient".  Also add similar narratives to Figure 2-14 to indicate it is an example, not just payer system. And update Figure 2-14 to use "Measurement Analytics System".
