Consider Common Education Profile

      While the workgroup agrees with the comment to align codes and value sets where applicable, the proposed value set describes parents level of education, where we are representing the patients highest level of education.  This decisions was made, in part, through coordination with work done under social determinants of health.  PACIO will continue to collaborate with other workgroups to define and align value sets, however we find this comment not persuasive.

      The vital records common profile library IG (http://build.fhir.org/ig/HL7/fhir-vr-common-ig/branches/master/StructureDefinition-Observation-parent-education-level.html) has created a profile for Parent Education Level which uses the answer codes (albeit as part of a PHINVADS value set). The two project teams should discuss if a single common profile or at least value set can be created for use by both PACIO and vital records reporting. The IGs may need to further constrain a common profile, but it would be nice to have one way of doing things
