When the Observation.status description says "Should have the value 'final' to indicate the assessment is complete." does that mean that this is the only allowed value? If so, it should be fixed value. If not, more narrative around appropriate statuses should be provided (perhaps in Section 3.2 of the profile highlights and guidance page)
