Section 3.9 gives an example where Observation.performer repeats with references to Practitioner, PractitionerRole and Organization resources. It's not clear why all 3 are present. Do they represent different performers or is it way to indicate the organization the practitioner was acting on behalf of and their role? If the latter, why not just use the PractitionerRole resource which can then itself reference a Practitioner, role and organization?
