At its simplest, measurement is counting in units, and then doing some math with the resulting count or to obtain a value that lets you do something useful. The approach used in this guide is the counting of HL7 FHIR resources matching criteria associated to identify populations (of resources), and relate these populations in various ways to express a measurement. These measurements describe the capacity, availability, average service times, et cetera.
