      Public health or other agencies may define a minimum set of values that must be reported on, allowing facilities to omit entries in the measure that are either not applicable or not relevant for reporting.  Thus, some measure values are required, and others are optional.  This can be defined in the measure using the Measure Expectation extension in the Measure.
