There should be a Data Source actor and a related transaction between the Measure Computer and the Data Source actor that enables transmission of data to be evaluated for the measure.

The actors should have two options:

Query, and Bulk Data.  The Query option should enable query via existing FHIR HTTP Search requests, while Bulk Data should enable data access through Bulk Data.

Profiles used for Queries using HTTP and/or Bulk data should be based on national models, e.g., Canadian Core, US Core, et cetera, as determined by the region where SANER is used.
