This implementation guide expands the uses for MeasureReport resource to report measures of situational awareness to state, local, territorial, regional, and national agencies, including but not limited to state and territorial public health agencies, regional agencies supporting public health or emergency preparedness and response, or national agencies such as the Centers for Disease Control (CDC) and the Federal Emergency Management Agency in the US.

Comment:
I suspect STLs may eventually wish to implement or incorporate this into their preparedness/response (I believe a few are already working towards it). I think its important to recognize that possibility. That may have been the intention of the regional reference but that wasn't clear.
