After removing the dependency on USCoreLaboratoryResultObservationProfile, we must choose a new Observation.category binding. Our belief is that the current HL7 valueset for this element is suboptimal because it is a jumble of who recorded it (e.g. therapy), what the observation is about (e.g. activity), how it was obtained (e.g. exam, survey), etc. We believe that the most useful approach to assigning categories is to help label observations by domain. Therefore, we propose that both PACIO IGs use "functioning" as the Observation.category code because we believe it would be helpful to label these concepts for inclusion/communication at transitions of care. This is consistent with recommendations for modeling Functioning observables in USCDI.
