Why are statra blank values?

      Add text to explain that the blank value is used for the row that contains the "total" for all strata (i.e., their is no stratifier for that "total" row).

      Not sure why both of these should be "Blank" values, I'm not sure if it's a typo or I'm not familiar with the use of blank in this context

      Existing Wording:

      If there are strata for the population

      A blank value for the code identifying the type of stratum
      A blank value for the code identifying the category within the stratum

      Proposed Wording:

      If there are strata for the population

      A value for the code identifying the type of stratum
      A value for the code identifying the category within the stratum
