The ShareableValueSet profile defines some elements as required

• url
• version
• name
• status
• experimental
• publisher
• description

The VSD-P project identified instances where publisher would not be valued (when the extensions for author and steward are valued). 

The VSD-P project also identified a new extension Scope which would replace the guidance for description, and in some instances, description would not be valued.
