Vocab has been working on the definition/usage notes for extensible binding strength - initiated because questions have been raised in the implementer community.

At the 12/14/20 co-chair meeting, we agreed to draft a new definition with usage notes. Robert Hausam and Rob McClure are the main authors and will use this ticket to share the proposed text.
