Potential addition of a method (probably an extension similar to the US Core Race and Ethnicity extensions) of capturing the Oregon Real D Race and Ethnicity data

1. There is no explanation for why all of the US might want to use the Oregon Real D race and ethnicity – it seems to include a data capture set of recommendations and a variation from the standard race and ethnicity. While the link takes me to the Oregon site there is no clear reason why that item is included in this US Realm – (i.e., US-wide) specification. Please clarify. This seems state-specific.
