Should mother and father compositions sections require .focus and allow a RelatedPerson reference?

      In the various compositions, some of the sections cover data related to the mother or father. In the case of the mother, .focus is constrained to a Patient-Mother profile but the element itself isn't required. Should this allow a RelatedPerson reference and require .focus? Is it meaningful to have the various observations and conditions, etc but not have data on the mother herself?

      Similarly, in the fatherInformation sections, should .focus (which uses a RelatedPerson - Natural reference) be required?

      Note that the coded race composition does allow RelatedPerson - Mother Natural references even though those types of resources can't be sent to NCHS by the jurisdictions.
