      • The content Bundle profile requires at least one .entry but the reporting (message) Bundle profile does not. Should the reporting Bundle .entry element also have a minimum cardinality of 1?
      • Note that the Specification Bundle also doesn't require .entry even though it says "The Specification Bundle SHALL always contain a PlanDefinition entry."
      • The Response Bundle profile has the same issue.
