      The profile is used by the USPHResponseBundle. The MessageHeader.focus element in the ResponseBundle points to the Communication Resource. We will modify the profile to highlight this dependency.

      Also we will update the Communication profile  documentation to indicate how/where it will be used.

      I don't recall seeing documentation on how a Communication resource would be used. Additional documentation in the profile pointing to the use of the profile would be helpful.

      Is the Communication meant to record the fact that a message was exchanged? If so, should .payload.content point to the message (Bundle) that was exchanged?
