      Researched this and the Bureau of Indian Affairs states that you can have multiple tribal affiliations and can also be enrolled in more than one tribe.

      Is it possible for an individual to have multiple tribal affiliations? They might only be able to be an enrolled member of a single tribe but given the extension doesn't require the enrolled element (and does allow for it to be false), does that imply that a person can have multiple affiliations? Should the cardinality of the extension in the patient profile be 0..*?
