We need to clarify in some place that terminology and use of VSAC is clarified, that downloading using just the OID only retrieves the definition, not the expansion.

Perhaps add a bullet after 3rd bullet that says:
Note that retrieval of a value set using the FHIR API structure noted will only retrieve the value set definition, when available, and to obtain the expansion, an expansion operation must be used.
