We need to add clarification around how systems know or discover topics in R4. In R5, they can query definitions programmatically or by knowing the canonical url. In R4, we expect consumers to know an canonical topic from an IG, from a server's documentation, or by offline setup and discussion between the client and server. We should clearly describe these options.
