      The Procedure profile states that each procedure must have information regarding when the procedure was performed (Procedure.performed[x]); however, this information is not always available to the provider.  For example, a patient may report a surgery in the distant past but may not remember the date or even the year.  This information should be in the category of “must support” rather than “must have”.
