SDOHCC Condition Base 1 profile does not allow SNOMED codes

      The binding is currently to both SNOMED and ICD-10.  We will change the binding to SNOMED-CT http://hl7.org/fhir/ValueSet/condition-code only at the Code level and allow the slice to reference ICD-10-CM.  This requires a SNOMED-CT code and allows for a Coding of ICD-10-CM that represents the same concept as the SNOMED Code.

      Section 7.1 states:

      "Health Concerns (Coverage) – use both SNOMED-CT and ICD-10 codes generated by the Survey process defined in this IG."

      Assuming the SDOHCC Condition Base 1 is the relevant profile here, it requires ICD-10 with no mention of SNOMED for code.coding.
