The REQUIRED bound value set is an illegal representation of non existant ICD-10 codes that was apparently created to support an example binding in an FM IG. Bind to something real, perhaps the implicit value set of all ICD-10 codes? Or do you mean ICD-10-CM?? And FM needs to fix this illegal value set. So double NEG!
