This is just one example of where the IG references the PHIN VS (CDC Local Coding System) (OID:2.16.840.1.114222.4.5.274) code system by directly linking to a value set (REQUIRED BINDING) at PHINVADS for the value set. This is great. BUT we need to complete a few things at HL7 to make this all work in FHIR:
1) The PHINVADS Code system noted needs to have a page at HTA
2) The code system needs an agreed upon canonical url. I do see that you have used the following "urn:oid:2.16.840.1.114222.4.5.274" in the common profiles library. We need to confirm this is what CDC accepts and the community thinks best.
3) The value sets also need canonical urls, and we need to work with HTA to get them listed on the PHINVADS pages.

This comment applies to all PHINVADS referenced value sets in the IG.
