It is difficult to provide feedback on whether or not a method or an extension should be created without additional details (or spending time really studying the state of Oregon materials) For example:

• Addition of a disability field to already existing race and ethnicity FHIR fields?
• Additional - perhaps duplicative - race and ethnicity fields?
• Reuse US Core Race and ethnicity extensions - adding missing codes
• Create Questionnaire/QuestionnaireResponse fields?
