      When a data element that needs to be Supported is absent and the precise reason is known a server may return the reason using the data absent reason extension.

      The section does not indicate the situation when a particular data element is missing and the system knows the precise reason for the absence of data.

      Also, it is not clear if this IG follows US Core's Must Support guidance. The four bullet points are the same as US Core's guidance.

      Suggest: add the missing scenario or indicate this IG follows US Core Must Support Guidance.
