      Consider an extension for us-ph-codesystem-propertyBinding to specify a binding for codeable property values, then use it to specify bindings for ersd-jurisdiction-type to JurisdictionTypes, and ersd-jurisdiction-state to us-core-states

       

      Also, remove the "uri" element from the eRSD Jurisdiction Example code system. Although the URI element is intended to provide a formal meaning for the code system property, the uris appear to be CodeSystem URLs, which makes it seem like they are bindings, when they are not. This is confusing implementers. A better approach is the suggestion above to define a code system property binding to make clear the allowable values for code system properties.
