Thanks for your feedback. After consideration of the requirements of the case reporting use case, commenter feedback, and discussion with stakeholders we have decided to add the two sections in question (Medication Section and Admission Medications Section).

Referring to the issue around including the Therapeutic Medication Response - in FHIR this extension may be used in the MedicationAdministered profile. In CDA the Initial Case Report Trigger Code Medication Information template is based on the Medication Information template. The trigger template is for use in the Medication Information template. The Therapeutic Medication Response Observation is for use in the Medication Information template. So even though the Medication Information doesn't directly contain the Therapeutic Med Response Obs template, it is contained in the template that does contain that template.

Existing wording: Currently the eICR Composition contains a Medications Administered Section in the eICR Composition and would like feedback on the possible addition of a Medications Section and/or Admission Medications Section.

Comment: An Admission Medication section would be helpful to include. Similar comment from the eICR: It would be helpful for the Initial Case Report Trigger Code Medication Information template to contain both the medication administered and the option to include the therapeutic response. In the case of a patient with a suspected drug overdose, if naloxone is administered at the treating hospital, PH may not want the case report to be triggered without knowing that there was a positive response after naloxone was administered.
