      add section on suppressed data:

       for mandatory elements  ( ie min=1)

      in addition to referring to to missing data section for general guidance state:

      "In situations where the specific piece of data is hidden due a security or privacy reason, it is still appropriate to use the code `unknown`.  Using a DAR code such as `masked` may exceed the data receiver's access rights to know and should be avoided."

      current language only covers scenarios where source system has no data. What about when the data is present but cannot be returned due to businss rules or other reasons?

      Existing Wording:

      If the source system does not have data for a required data element (in other words, where the minimum cardinality is > 0), the core specification provides guidance which is summarized below

      Proposed Wording:

      Suggest adding "if source system has data but cannot return due to local policies such as privacy reasons, it shall return proper values from DataAbsentReason valueset.
