Existing Wording:
If the source system does not have data for a required data element (in other words, where the minimum cardinality is > 0), the core specification provides guidance which is summarized below
Proposed Wording:
Suggest adding "if source system has data but cannot return due to local policies such as privacy reasons, it shall return proper values from DataAbsentReason valueset.
