      The valueset US Core Vital Signs Valueset inherits all the codes from  http://hl7.org/fhir/ValueSet/observation-vitalsignresult

      and that valueset includes the panel code.  This profile _states that _Implementers may use this profile as a base for other vital signs in addition to those in this guide.  Therefore excluding codes is unnecessary and would preclude its use by implementers for creating panels based on the profile.

      Vitals uses the same value set for the panel container and the contained values. The correct arrangement seems obvious, but there will be places with unforeseen assumptions that will get it wrong. As long as we're specifying profiles, make it clear which one goes where.
